THE UPPER EAST
Megaworld, the country’s largest and premiere developer of integrated urban townships, has announced its plan during a recent media launch that they will be bringing to Bacolod a new and modern “central business and lifestyle district”. According to Ms. Rachelle Penaflorida, VP Sales & Marketing of Megaworld Bacolod, it will be the city’s first masterplanned mixed-use community that integrates the live-work-play components of an integrated urban township, the concept that Megaworld pioneered in the country. The ambitious project will start within the year.
Location
The 34 hectare property is located in what used to be the Bacolod-Mucia Milling Company complex. It is a few blocks away from the Bacolod City Government Center in the eastern side of the city.
Structures & Features
The Upper East Master Plan includes a residential condominium, hotels, commercial centers and mixed use buildings, office towers, church, open parks, a central plaza and other amenities to meet every resident’s needs.
To highlight the features of the township—
- A 30-meter wide, 6–lane Upper East Avenue which stretches for about one kilometer connecting Lopez Jaena Street to the Circumferential Road. Other roads inside the township will be at least 20 meter wide.
- It is designed to be flood-free, utilizing underground cabling system for power and utility lines, LED and solar powered street lights, fiber-optic technology, drip irrigation system for landscaping and water re-use facilities.
- Most of us Bacolodnons are nature lovers who love to be surrounded by relaxing greens. We were delighted to know that the centuries old acacia trees will be untouched and will form part of the design and ambiance of the township. They have also allotted 35% of the property for parks and other open spaces.
- Biking network facilities and free public WiFi in most parts of the township.
- A lifestyle mall where part of the design of one of its buildings is inspired by New York City’s Grand Central Station.
- The iconic Casa de Emperador, a structure which features a unique architectural design. Since the long stretch of property includes some old structures with historical value to the Negrenses, Megaworld assures the public that they will preserve these edifices, restore or rebuild as necessary.
ONE REGIS
Bacolod’s younger generation is now open to the idea of residing in condominiums. In fact, more mid-rise residential buildings are being constructed around the city nowadays.
In Upper East, the first to be built will be ONE REGIS, a 9-storey medium rise residential condominium. It offers units varying from studio type (up to 37 square meters), one bedroom (up to 58 square meters) and two bedrooms (up to 78 square meters).

During the press briefing, Mr. Harold Geronimo (Senior Vice President & Head of Public Relations and Media Affairs) said that their township projects will generate a lot of direct and indirect jobs for Negrenses. Opportunities will be open for those in the construction, hospitality, transport and other related sectors.
Megaworld announced in 2015 that their investment in Bacolod totals P34B for both the Upper East and NorthHill Gateway located along the Bacolod- Silay Access Road. P28B will be spent for the development of The Upper East.
